Once again David Price, who chairs the House Homeland Security Appropriations Subcommittee is wrong on NBAF. His stance on NBAF has not changed as evidenced by his recent comment,  “Those who are forming rock-hard opinions now are doing so with incomplete information”.

Well, Price I believe Raleigh took a rock-hard look at the facts. The public utilities department issued a report after city staff and Arcadis, an engineer firm reviewed the NBAF draft environmental impact statement, and they didn’t like what they reviewed, thus Raleigh now opposes the project.

But what Price says really isn’t new. Price uttered the same thinly veilled words before the release of the Draft Environmental Impact Statement, from his website .

I will be closely examining the EIS and working to ensure that, wherever the NBAF is eventually located, it will be operated safely and securely. I believe it is premature for anyone – including me – to render a final judgment on the suitability of the Granville County site before all the necessary information has been gathered.

He knows that waiting for the final EIS will be to late for Granville County and North Carolina. Clearly he represents corporate and big business but not North Carolina constituents. Is Price right and everyone else wrong? No I don’t think so, in the past week several local politicans have withdraw support for the facility. Rep. Brad Miller who represents Granville County and Butner said yesterday that;

The Government Accountability Office and the House Energy and Commerce Committee, among others, have raised sober, serious concerns about the facility that DHS has not satisfied. I cannot support bringing a federal facility to a community in my district that does not welcome it.

What is Price looking for in the DEIS or the final EIS to change his mind? The NBAF DEIS and the Feasibility Study are by no means comforting if you read the documents.  Why should NC constituents be forced to pay for the millions of dollars in infrastructure cost for the NBAF?  With the NBAF comes some not so welcome issues.

  1. NBAF will have an Insectary – which the DEIS states has a  Migated frequency of “probable” due to animal handling or insectary procedural violation. “The release of a pathogen as a loss of biocontainment  of a vector is a credible scenario and appropiate for detailed analysis”. (Table — Accidents From Hazard Analysis and Accident Selection Methodology) and here)
  2. Aerial Spraying of Pesticides – the Rift Valley Fever response plan would also include a mosquito control action plan. The mosquito control action plan would most likely include the aerial application of insecticides within the infection zone. Due to the ability of RVF to persist in infected mosquito eggs, repeated aerial spraying may be required over an extended time period. (Page 3-218, 3rd paragraph)
  3. Avian influenza Virus and Newcastle Disease will be studied at the NBAF. (Section 4.1 Page 4 of the NBAF Feasibility Study) DHS confirmed at the Butner Meeting on July 29th. 2 rooms and 1344 square feet have been dedicated to Avian Flu. (Section 4.4 page 3 NBAF Feasibility Study)
  4. The NBAF will have a SCIF room, “Sensitive Compartmented Information Facility“, pronounced “skiff”. What is a SCIF room? It is an enclosed area within a building that is used to process “Sensitive Compartmented Information” (SCI) level “Classified” information. (Section 5.2.6 Page 1,4,5 NBAF Feasibility Study)  
  5. NBAF will house and study up to 3126 animals “From the Feasiblity Study, the following table gives an approximate bounding number of animals in the NBAF” (Page E-19 DEIS, Totals 166, 332, 498, 994 1,136 = 3126) Relevance: 1 large cow produces approx. 75- 100 lbs of feces per day. At an average of 60 pounds per day per animal that is 187,560 pounds of contaminated feces to be disposed of per day.
  6. Waste Disposal methods have still not been decided on the choices include incinerator, tissue digester or rendering. All methods of waste disposal will exceed NAAQS by 69 %-89 %.(Page 3-67 DEIS)
  7.  Citizens are evaluated with livestock in the “Movement Control Zone” (Table 3.8.9-1 — National Park Service Potential Strategies and Considerations for FMD Response (NPS 2001)
  8. Host Site (taxpayers) will pay for infrastructure cost and associated maintenance – The Central Utility Plant (CUP) is not currently included under the project funds and is planned to be provided by the host site selected. The CUP may be included within the NBAF site or may be located externally to the site. Cost for the CUP alone is well over $90 million.  (Section 1.1 page 3 of the NBAF Feasibilty Study) For budgetary purposes this report anticipates that the site may be prepped with all utilities run to within 5-feet of the buildings as well as the building pads being complete by the host site. (Section 5.2.1 page 1 NBAF Feasibility Study)

Dont’ take my word for it download the entire documents and search it’s contents for yourself. I encourage to find out for yourself what the facts are. You have to look below to shallow talking points.  

The reason Price is wrong on the NBAF and wrong for North Carolina is he knows the Final NBAF EIS will not contain any more that the draft. Reason: because the information contained for the DEIS is what they are basing site selection on, as flawed as it is. The final will be nothing more than to justify their site selection. Price has made every excuse possible, I witnessed his craft first hand at his last town hall meeting in Durham. It was nothing more that the same old story lines blah, blah and more blah. He did not address citizens concerns or the cost of the facility. Durham and North Carolina deserve better.

In the end Price dosen’t represent Granville County but his decisions do. Sometimes in business it is in the best interest of the business to downsize. “We the people” should have this approach to big hubris government like David Price. After all we put him in business and we the people can surely take him out.
